  1. I know where I live - you can wire money however, they want all your identification. Or you can just get a cash advance from your visa credit card and just western union the money.

    If you are asking about a pre-paid VISA card to send to relatives, you can buy one at a convenience store in the US, or go to citicards.com and order one.

    I recommend you mail it over with NO VALUE, and once you can confirm that your relatives have received it, put money on it. That way you dont have to worry about it getting lost/stolen in the mail.
