What happens when you request a credit card stop payment to services and products not received?

Does the business still keep the payment (the transaction was already done) and/or just a flag or mark on their record by the credit card company. Does anything get flagged on our credit report? We have had some very bad luck with a photographer we worked with and considering this an option.
