What are my rights with regard to cancelling or reversing a purchase or other charget to a VISA card?

I’ve always heard that you have the right to cancel or reverse a purchase or other charge made to a VISA card. The burden of proof is on the merchant.

However, on two occasions when I attempted to do this my card issuer refused to cooperate. What’s going on here?

  1. You can DISPUTE a charge for cause. You can’t just “cancel” a charge because you changed your mind about the purchase.
