I was just offered a non-Visa/Mastercard affiliated credit card over the phone. Is this a scam?
I have questionable credit, but the card being offered has a high limit and relatively low interest rate. Is this a scam that anyone has heard of?

I am going abroad in a few weeks and I want a Credit Card to accompany me. It has to be a Visa card. I don’t care about the APR as I pay this thing off EVERYMONTH but no fees is crucial. I also don’t want high exchange fees, or terrible exchange rates? Any advice?
