How old do you have to be to get a greendot prepaid visa Card?

I would like to get a prepaid visa card and reload. My main purpose is to save money for different purposes.

I want to know where can i get the prepaid visa card, im 16, i don’t want a mastercard, because i travel a lot, but in Asian its all Visa.
