That depends on what you are trying to do.
In-store kiosks are merely outside vendors paying for floor space within a business. You may be able to purchase the phone from Circut City using your card. However, to activate an actual account you may need to provide either a major credit card or a checking account. The cellphone company cannot bill your Circut City card for the minutes you use.
You will be able to pay for your phone with your Circuit City Credit card. That wont be a problem.
You probably wont be able to pay your cell phone bill with it, but you should be able to buy the phone without a problem.
Also, cell phone companies no longer require that you open an account using a credit card. As long as your credit check is good, they will not need any kind of deposit or Credit Card.
One more thing, if your Circuit City card has a Visa or Master Card logo, than it is just like any other major credit card. You will even be able to pay your bill with it.
